My '87 Savage had 30,000 miles on it when I traded it off and still had the original brake pads. They were well worn and needed to be replaced but still functional. There must be something causing unusual wear, like the brake being set too tight so that the pads drag and wear constantly.
11,500 Km seems about right for the cheap factory supplied rear tire. I suggest you check some of the discount catalogs (J.C. Whitney) for replacement tires. Same quality as the tires at the dealership and a lot cheaper.
